How to learn :

Go to the Park tavern in Stormwind and talk to the bartender about the drunk.
Talk to and beat him up. You need to get the final blow, but sometimes it can be turned even if you just participated in the fight.

For Horde warriors, go to cooking trainer Zamja in Orgrimmar (coords 57, 53). She will have a dialogue option to deal with a drunk orc outside named Gru'ark, he is immediately left as you exit the shop. Once you get him to 0 health he falls asleep, go back to Zamja and she will give you a rune once you click the new dialogue option.
