Dropped from a level 1 or 2 young thistle boar when doing the very first quest in the starting area The Balance of Nature. I was a level 2 druid. Gave me the same rune as without actually having to the other quest so that was a pleasant surprise.

This item will be equipped in your "Relic" slot. Once you have 6 stacks of the inspiration buff, use the item again.

Night Elf Druid – Alliance

How to learn :

At lvl 4+ go to a druid class trainer and start quest.
Go kill grellkin mobs until you get drop and then equip it.
Now kill any 6 mobs while they affected by the moonfire.
As you done click the to learn the rune.

Drops from Grellkins, you MUST be level 4 for it to drop even tho you can get the quest at level 2.

Missed this somehow and at lvl 9 the grells arent dropping Lunar Idol
