You're looking for a patch of trees and some clickable large goretusk bones on the ground. Click it, a wolf appears. Kill the wolf.

i just tamed silverspur and it also gave me the rune of beast mastery, so you don't necessarily have to kill it to get it. 34, 38

How to learn :

In Westfall kill goretusks until is dropped.
Travel to Coyote Dwelling to 35.02 38.46 and place the bait to summon & kill it.
Loot and click it to add into your rune collection.

You can either kill furbolgs in Darkshore to get and simply feed the treats to any Young Reef Crawler to get the same rune.

Take the road west from Saldean's Farm and go to approximately 37.87. From the road you'll see two big trees and a few smaller trees. Between the two big trees there's a pile of bones and a skeleton with horns with a cogwheel to interact. Clicking the skeleton will place the bait and spawn a level 14 coyote named Silverspur. It's a very easy fight.
