Obtained from a Silverwing Sentinel during the Battle for Ashenvale in Season of Discovery. After each faction reaches 100% of their progress, the battle begins which spawns several Boss camps. The first faction to kill 3 of these camps wins the battle. The guards around the camps drop these charms.

You can turn in the quest in Ashenvale on coords 39 67. You can only turn it in during active Battle for Ashenvale, so I recommend to run there before it starts.

Playing WoW SoD since 2023-12-23 I confirm of the following:

The World PvP Event called Battle for Ashenvale gives you the item Silverwing Sentinel Charm (Horde) that can be looted from bosses and other NPCs.
The item gives a repeatable quest Clear the Forest! (Horde) that can be completed each reset. At the moment the time period of the reset is 7 days (on Wednesday's early mornings). The reset happens silently, meaning no system messages, no NPC scripted lines, no warnings, no interface changes.
To be able to loot the item each reset, you have to get rid of all traces of the same previous quest, that is:

For now I'm at Revered with Warsong Outriders, killing PvP bosses and other event NPCs no longer gives reputation, however, the quest still gives a solid 1000 reputation each reset.

It's a daily quest in P3. You can't loot Silverwing Sentinel Charm if you have Warsong Battle Drum in your bag/bank.
