Since these give 250 honor, don't seem to expire, and have a minimum level requirement and not a max requirement, I wonder if we can hoard these until phase 3, then power our way to whatever the max rank will be then?

As with patch 1.15.2, those will have 2 weeks real-world duration and will be unobtainable.

The following will happen to this item at phase 3 launch:
1. It will no longer be available for purchase
2. Any copies in your possession will expire two weeks after that date

Therefore, you will be able bank these for the sole purpose of using them within the first two weeks of phase 3 in order to get a headstart in the honor grind (that video implies that the p3 cap will be rank 7).

"At one time this may have been a reward granted for heroic deeds in battle. While it is now tarnished caked heavily with dried blood, there may yet be a faint echo of the pride and honor of its long-dead bearer".

You still can buy them from the vendor, you still can use them.

For rank 5 to rank 7 you need 110.000 honor which results into;
110.000 / 250 = 440

This means you will need to get 11.000 to be able to buy all of them
