For humans, you need to be at least level 2 to pick up the quest . The item will drop off any of the kobolds. Take it back to Northshire Abbey, and /kneel for several seconds, until you get a buff Mediation on the Light.
Then you can use the item to learn , and turn in the quest.

I seem to have lost/sold/trashed the memory and dropping the quest and picking it back up doesn't seem to put the item back in the chest at the trogg camp. Does anyone know of a way to acquire Penance if you have a problem with this quest?

Had to kill about 20 before this dropped. If you've finished you laborers quest, just keep killin'. You'll get it.

[The Light has shown me your future, fighting the kobolds in Echo Ridge Mine. Within the mine, the Light will grant you a memory of the past. Once this is revealed to you, return to the Abbey and kneel within these halls to meditate on the Light's mysteries. Once you have focused your thoughts, you will be able to make sense of this memory and learn a new technique. Return to me when you have done this.]
