Quest giver is a Shadowtooth emissary located at the Emerald Sanctuary in Felwood.

pick up quest from shadowtooth emissary in emerald sanctuary in felwood
go get a wildwhisper draught by killing mobs near jintha'alor in the hinterlands or find a friend who already has one (confirmed you can accept the next step if someone else has wildwhisper)
go inside razorfen downs to where amnennar the coldbringer is and summon spirit of agamaggan (he will need to be dead before wildwhisper draught can be used - most mobs are grey and you can walk around them but there are a few elites)
use agamaggan's roar (horn item) to reveal and kill delirious ancients where the final boss of ZF / mara are and collect wild offerings (you can do the same dungeon x3 for this, everyone in the party will get one)
go back to shadowtooth emissary in emerald sanctuary in felwood and turn in for your rune

note: you can currently receive wild offerings without being on the quest at all and pick up the quest after (then skip step 4). this rune questline is confirmed available for multiple classes

The spirits in the dungeons generall patrol.

Mauradons is circle Princess' room.

Zul'farraks is patrolling between the Gahzrilla room and the Hill event. (appeared to spawn after killing Chief Ukorz or we're just blind)

BRD is on the road leading to Baelgar. To access this run BRD normally and when you hit the dead end above the arena just run out of a window to your right and jump on to the giant bridge area. you could also just get the shadowforge key and walk right into him from the entrance.

The Wild Gods Quest Guide (Phase 3 Runes for ALL Classes) - https://www.youtube.com/watch?v=D2KFA0afbx4

1. At level 40 (45 recommended) head to Emerald Sanctuary in Felwood.
-Take the path North past Raynewood Retreat in Ashenvale.
-Emerald Sanctuary is the first settlement you will come across on the north side of the road.

2. Talk to Shadowtooth Emisarry standing outside of the large building.
-Pick up quest The Wild Gods.

3. Head to Jintha'Alor in The Hinterlands (Optional)
-There is a pathway to Hinterlands in Hillsbrad Foothills, between the mountains North of Durnholde Keep.
-Defeat Vilebranch trolls (level 45-51 Elite) until one drops Wildwhisper Draught.
*This step is "optional" because only one member of your party needs to have the Draught for the next step.

4. Head to Razorfen Downs in South Barrens
-After defeating the final dungeon boss Amnennar The Colbringer, one member of your party will drink Wildwhisper Draught to make Spirit of Agamaggan appear.
-Turn in The Wild Gods (part 1) and you will receive Agamaggan's Roar along with the second part of The WIld Gods quest chain, asking you to collect 3 Wild Offering.

5. Collect 3 Wild Offering
-These drop off of 3 special bosses in 3 specific dungeons.
-Use Agamaggan's Roar to start battle with the special boss.
-You can refresh the instance and run the same dungeon 3 times to collect your 3 items, you don't have to do all 3 dungeons.
-Your options include:

5A: Defeat any 3 bosses (not including Ghaz'rilla) in Zul'Farrak to make a Ghostly Spider appear.
-It tends to wander around the Ghaz'rilla area.

5B: Clear the area around Princess Theradras in Maraudon to make a Ghostly Raptor appear.
-Raptor appears in the water on the upper level with turtles, do not jump down for it.

5C: Defeat High Interoggater Gerstahn, Houndmaste Grebnar, & Ring of Law Event in Blackrock Depths
-Ghostly Basilisk will spawn on the Dark Iron Highway / Road to Bael'gar

6. After collecting 3 Wild Offering, return to Shadowtooth Emisarry in Felwood to collect your rune.
-Shadowtooth Emisarry will also now sell you other items if you collect more Wild Offering.

1. Travel to 51.5, 82 in Felwood

2. Pick up the quest from

3. Travel to 67, 70 in The Hinterlands

4. Kill elite trolls until you drop

5. Travel to Razorfen Downs dungeon and clear it

6. At the final boss arena - Amnennar the Coldbringer - after the fight use

7. Speak to and pick up the next quest

8. All of the below dungeons will provide :

Zul'Farrak - Clear any 3 bosses to spawn
Maraudon - Kill Princess Theradras to spawn
Blackrock Depths - Kill all three boss encounters - High Interrogator Gerstahn, Houndmaster Grebmar & High Justice Grimstone - to spawn

9. Use on any of the ghostly spawns to summon dungeon-respective Delirious Ancient.

10. Each Delirious Ancient rewards 1 , those are repeatable and you will require 3 for a rune.
You can also farm more offerings for items that sells.

11. Once you acquire at least 3 return to 51.5, 82 in Felwood and speak to
