Nice damage and some extra Crit rating, the only bad part is the low stamina, but a trade off I would be willing to take.

Good PVE cloak if your lazy or just don't like farming instances for high end gear. Worthy upgrade for most classes from the Spell Slingers Cloak from Nagrand imo. The Sethekk Oracles Cloak that drops in Sethekk Halls may be better for some due to better stam but not hugely better overall.

I wouldn't change from my trusty Torn-heart cloak to this one to be honest. But then again I'm an affliction lock and wouldn't benefit much from the +crit anyways. :)

If you're looking for a cloak that has more spell damage and crit, good luck. There are two choices, Ancient Spellcloak of the Highborne off of Kazzak and Cloak of the Illidari Council in Black Temple.

Very good points.
Intellect provides spell crit for all classes. How much spell crit you get depends on your class, and potentially, class talents. But generally speaking for most classes it's 80 intellect per 1% spell crit.

Other classes may also get spell damage from intellect. For example, a druid with 3/3 lunar guidance gets 25% of int as spell damage. Being an elemental shaman myself, with no such talent (that's deep in resto) I did not consider this when I made my original post(s).

All in all, it should be fairly obvious that there are better all around cloaks out there. However, this is an excellent starting cloak and may very well be hard to beat without losing stats in one way or another.

I used this item in what I feel is a very well coordinated transmogrification set, meant to make the caster resemble some sort of Dalaran mage. If not that, it at least in my opinion looks very royal:

Head: Cowl of the Tempest It is not the BEST fit, however I don't display helm at all so I wasn't very interested in this part. Shadowbrim Travel Hat is another option (was my original choice) but is less...royal, also see Scintillating Headdress of Second Sight if neither of these suits your fancy.
Shoulders: Kentic Amice
Cloak: Cloak of Woven Energy
Chest: Mystical Armor
Shirt: Can be anything, as this chest doesn't show the shirt.
Bracers: Again can be anything, as far as I have seen the gloves do not show bracers.
Gloves: Runecloth Gloves
Belt: Bonecaster's Belt
Pants: Training Leggings
Boots: The Postmaster's Treads
Staff: Staff of the Redeemer (my personal choice) or Warpstaff of Arcanum (warning, these staffs do not show enchants. Staff of Divine Infusion matches decently, for those of you interested in those uber enchants.)

I personally don't use one-hand + off-hand if I can help it, but here are a few suggestions:
Sword: Pilfered Ethereal Blade (Crystalline Kopesh is also a great option for someone looking to hide an enchant)
Dagger: Warp Splinter's Thorn or Illidari-Bane Mageblade (was more difficult finding a match here that hides enchants. The best I could come up with was Sageclaw for Alliance and Mindfang for Horde.)
