This quest uses the boat from its prequest, Pirate Accuracy Increasing, if you happen to click the 'leave vehicle' option too soon, simply speak with Griznak again and you'll be on your way.

The boats are in a giant ring around the barge. Very easy quest with some nice rewards.

Talk again Griznak again and this time spam skill number 1 and shot the small boats around.. Done!

Griznak is the person you need to see, to get the boat. Once done, just leave the boat, and you will be parachuted back onto the main barge.

Griznak is on one of the floating islands to the right of the barge facing outwards from the inn. He will be by the tent on the ramp you come in on when your sent to the barge by the little breadcrumb quest you do when sent to the Barrens.

Also I've found the key to getting credit bombing the boats is to aim at the prow or front of the ship. Aim at the sides or back and by the time your projectile gets to the boat it misses.

(On a side note: I got Thousand Needles Quests while just going for the end quest by doing all it's pre-requisit quests and some side quests that were in the same area. (Also did a chain started with but afaik this is not needed.))
