You can group this quest with "Quiet the cannons" and "Where's Synge?". As with those quests, you get the boat by clicking on the River Boat item in your inventory (looks like a pirate hat) that you got from the last boat quest. This puts you in a summoned boat when you are next to or in the water surface. It disappears when you hit anything.

For this quest you can kill the pirates on the boats or up on the cliffs. They throw bottles at you which gets you drunk! :)

There's no need to go out of your way to do this quest. If you do the others in the area (Synge, Two-Tusk etc) you will have 15 pirates in no time.

(on a side note: I got Thousand Needles Quests while just going for the end quest by doing all it's pre-requisit quests and some side quests that were in the same area. (Also did a chain started with but afaik this is not needed.))
